This Planning and Environment Linkages (PEL) Study was conducted to evaluate the potential benefits and impacts of a proposed new roadway alignment to the south, east, and north of Oskaloosa. The proposed alignment aims to enhance regional and local access, improve future traffic operations and safety, and better support freight transportation in the area. The MODES PEL Study establishes a framework for implementing these transportation improvements over the long term, while accounting for funding, future NEPA documentation, and the community’s evolving needs.
