Earl Harrison, PE

PRESIDENT

Earl Harrison is President and founding partner of Hg Consult, a certified DBE firm in nine states. Earl has been successfully managing transportation projects around the Midwest for more than two decades, ranging from small municipal level street design projects to large DOT system-to-system interstate interchange projects, transportation corridor studies that encompass both preliminary and final roadway design. Earl has been involved in streetcar planning and design, and several large-scale design-build projects around the State of Missouri. Some recent projects include the Kansas City International Airport improvements, I-435 Missouri River Bridge Rehabilitation improvements, I-35 & Route 152/Kansas Street Improvements in Liberty, Missouri and I-470/Route 291 Bridge Rehabilitation project. He is actively involved on the KCK Chamber Board of Directors and ACEC-Missouri and Kansas chapters as well as other professional organizations. Outside of work, Earl enjoys coaching youth wrestling, playing golf and spending time with his wife and 3 children.

SENIOR VICE PRESIDENT

Stephen Wells is a partner and Vice President at Hg Consult. Steve has extensive project management experience on transportation planning projects throughout the nation, including environmental impact studies; transportation feasibility studies; multi-state high priority corridor studies; traffic impact evaluations; community and neighborhood plans; state, regional and local transportation master plans; state and regional freight plans; as well as transportation economic evaluations. Steve’s portfolio includes the I-229 Double Decker Bridge EA in St. Joseph, the I-70 Truck Only Lanes Supplemental EIS between Kansas City and St. Louis, the I-80 Location Study and EA in the Quad Cities, and the Whitton Expressway EIS in Jefferson City. Steve has been actively involved in a number of professional societies and was the Chair of ACEC/MO for the 2019/2020 session.


Jerry Mugg, PE

VICE PRESIDENT

Throughout his career, Jerry Mugg has successfully served as the overall leader for multi-office transportation practices and has served as client service leader for several major clients. In addition, he has effectively delivered several major programs and projects for transportation infrastructure owners, including both highway and transit agencies. Jerry has successfully served as Project Director on many major highway/bridge design-build projects and program management assignments. He has managed complex highway corridor planning and engineering design projects, major investment studies, environmental impact statements, toll feasibility studies, general engineering consultant services for toll agencies, major interchange design projects, and transit studies. Most recently, Jerry has completed several Planning and Environmental Linkage studies in Iowa, Colorado and Missouri.


Rachel Lunceford, PE

VICE PRESIDENT

Rachel Lunceford is focused on securing and managing interstate, highway and roadway projects and growing Hg’s practice in Texas. She has extensive experience in implementing major projects and programs throughout the country, both on design-builds and public-private partnerships, as well as standard design-bid-build. She has served both owners and contractors; either as the general engineering consultant for transportation agencies or as the lead designer for contractors. Rachel managed over $4 billion of transportation infrastructure projects throughout the country, including oversight of the procurement and development of the $1.4 billion IH 35E Express Lanes Design Build project in Dallas and Denton Counties, TX. Some of her recent projects including serving as Project Manager overseeing the potential expansion of I-35 through Austin, and heading up HG activities on the Ports to Plains Corridor Study, the Austin to San Antonio Corridor Plan, National Highway System Review, Southeast Connector GEC, as well as the Sonora and Jacksonville Bypasses.


Buddy Desai

Buddy Desai’s transportation experience encompasses over 30 years of managing complex roadway and bridge projects including large National Environmental Policy Act (NEPA) corridor studies for interstates, U.S. highways, major state routes, and major river crossings as well as providing expert public involvement and Context Sensitive Solutions (CSS) facilitation for transportation infrastructure improvements throughout the US. Buddy’s portfolio includes serving as project manager for the I-270 North EA and Route N EA in St. Louis, the I-44 Statewide Purpose and Need, the I-70 Second Tier EIS through Columbia, the Chester Bridge Mississippi River crossing at Chester, the Route 19 Missouri River crossing at Hermann, the Illinois Route 3 Connector EA in southern Illinois, and serving as the CSS lead for the La’aloa Avenue Extension and Lako Street Extension in Kona, HI. He is currently serving as Project Manager for MoDOT’s $100M I-70/US63 interchange planning and design project in Columbia, MO.


Matt Spencer, PE

Matt is the Manager of the Roadway Design Group at Hg Consult. Matt functions in multiple roles as a Project Manager and Engineer with a diverse background including municipal, infrastructure, highway design, transportation design, land development and transportation planning. His experience includes interstate design, roadway design, rail design, construction, utility relocation coordination, drainage design, and many other aspects of transportation design. Matt’s highway design experience includes the I-435/I-70 Turbine Interchange for MoDOT, the US 15 and Botts Road Interchange for the City of Kansas City, and the I-70 Kansas Turnpike Widening for the Kansas Turnpike Authority.

Mike Alexander, PE

ASSOCIATE VICE PRESIDENT

Mike is the Manager of Hg Consult’s Water Services Group with extensive experience on water resources projects throughout the nation, including hydraulic modeling, H&H studies, highway and site drainage, streambank stabilization, best management practices, bridge scour, and floodplain management. Mike has design experience with HEC-RAS, MicroStation, INROADS, Storm and SelectCAD, HEC-HMS, ArcMap, PondPack, HY8, and GEOPAK. Mike’s highway drainage experience includes the Grandview Triangle Interchange for MoDOT, the Johnson County Gateway Project for KDOT, and the US 60/US 65 interchange for MoDOT.

Terry Hood, PE

Terry is the Manager of the Structural Design Group at Hg Consult. He is a Structural Engineer with twenty-eight years of design experience. His experience includes the structural design, detailing, plan and specification preparation for cast-in-place, drilled shaft and MSE retaining walls and bridges including: prestress girder, welded plate girder, reinforced concrete slab bridges, staged construction, bridge widening and bridge rehabilitation and repair. Terry’s structural design experience includes the Fairfax/US 69 Missouri River Bridge for MoDOT, I-29 over 9th Avenue for the Iowa DOT, and the Gateway Interchange Bridges (I-435, I35, and K-10) for KDOT.

Kyle Kroner

Kyle is the Manager of Hg Consult’s Transportation Planning Group. In his 23+ years of experience he has managed over $1 billion of FHWA-participating projects through the NEPA decision-making and associated project development processes. Kyle understands and has practical experience with FHWA, FTA, USCG and USACE NEPA policies, procedures, and preferences and works directly with state and federal NEPA and transportation planning and engineering staff. Kyle recognizes where opportunities may arise in the project development process to streamline and accelerate schedules, reduce project costs, and to balance stakeholder and public input with transportation engineering solutions that serve both the traveling public and the broader community. His NEPA experience includes delivering the South Lawrence Trafficway Supplement EIS for KDOT, and the Council Bluffs Interstate System (CBIS) Segment 4 Environmental Assessment (EA) for Iowa DOT.
Eric Reinkemeyer, PE, PTOE

Eric Reinkemeyer, PE, PTOE

Eric functions in multiple roles, including the firm’s lead traffic engineer, safety assessment specialist, signal design engineer, maintenance of traffic expert, and general roadway designer. Eric was the lead designer for the Improve I-70 study from I-470 to Grain Valley, MO where he developed numerous interchange alternatives and performed mainline operational analyses for I-70 using Highway Capacity software. He was also the lead traffic engineer for the design of the I-435/I-70 interchange in Kansas City, MO. Eric is proficient in Highway Capacity Software and the traffic simulation modeling programs Synchro and VISSIM. Additionally, Eric has substantial experience as a highway designer including assignments throughout Missouri that include; Route 364 in St. Charles County, Route 60 in Greene County, and the Noland Road Interchange in Jackson County.
